If not, chase him down and kill him quickly. Try to use focus to shoot out his wheels if you can catch his car in time. An enforcer will block your path right in front of the office hack some machinery behind him to blow him up, then run after Racine. There's a skill in the skill tree that allows for taking down enforcers with a melee attack you probably don't have it yet unless you've been over-leveling, but it's sure helpful.
